7 Golden Rules for Participation
The 7 Golden Rules for Participation are a set of principles that can help anyone working with – and for – children and young people.
The Golden Rules can remind adults what children and young people want from participation. They can also help children and young people to think about how adults can support them to participate.
The rules have been developed by Scotland’s Commissioner for Children and Young People through consultation with children and young people from across Scotland. Research into participation has also been used to help make the rules as good as they can be.
Golden Rules cards
Our Golden Rules pack includes a set of cards that contains:
- a list of the 7 Golden Rules
- key things to consider about each Golden Rule
- a list of things to think about for children and young people
- a list of things to think about for adults.
The cards can be used to support participation in group sessions or on a face to face basis. They can be used as prompts for decision making and discussion, or as part of a wider programme of work. They can also be used with adults for training and professional development purposes.

Supporting activities for the Golden Rules have been developed through work with young carers.

Symbols resource
The Golden Rules Symbols resource has been designed by the Commissioner as a communication tool for children and young people who:
- are non-verbal
- have speech and language difficulties
- have additional support needs.
The resource can also be used to help communicate ideas and information about participation to very young children.
